YM&C Partner Jerry Simmons has represented charter schools in every aspect of their operations for more than nineteen years. Between his work at the firm and the Charter Schools Development Center, Jerry has personally assisted in the development of hundreds of California’s charter schools through drafting charter petitions, memorandums of understanding for business and special education services, facilities use agreements, private leases, property purchases, and development of school policies covering every facet of charter school operations. Jerry has also assisted charter schools with employment and labor law matters, board governance and training, and zoning and building code compliance.

YM&C Partner Lisa Corr has represented charter schools for 25+ years. Her primary focus has been in special education and the representation of charter schools in due process matters with the Office of Administrative Hearings and in defense of Office of Civil Rights and California Department of Education complaints. Lisa’s legal representation also focuses on the developmental phase of charter schools, as well as assisting charter school boards to develop effective and efficient governance practices. One of Lisa’s unique practice areas is nonclassroom based (independent study) charter school legal compliance. Lastly, Lisa assists in general student services issues.

Dr. Robin Stout is a highly accomplished educational leader, recognized for her exceptional skills in developing high-performing teams, building and sustaining a culture of collective efficacy, organizational strategic planning, and effective governance. Her commitment to excellence in education has been evident during her twenty-one year tenure at the Rocklin Academy Family of Schools. She has held the position as Superintendent since 2016. In addition to her role as Superintendent, Robin serves as an Adjunct Professor at the University of Massachusetts Global where she shares her wealth of knowledge and expertise with educators and educational leaders throughout the USA.
