The Laws on Student Admissions, and Lotteries with a Discussion on Community College Dual Enrollment
Student admission laws have complex statutory inconsistencies. Mistakes in the admission process, the application of preferences, and the administration of the lottery can lead to revocation, non-renewal, and loss of grant funds. This session will outline admission and outreach requirements, discuss legislative updates and common mistakes, and offer solutions to meet goals while maintaining a lawful process. High school dual enrollment programs with colleges are expanding, but there are restrictions and funding requirements. Attendees will understand the updated laws related to student admission requirements, outreach, and public random drawings along with the requirements of dual enrollment programs.

Janelle’s primary focus is on charter development, renewal, and revocation defense. She has represented charter schools in numerous venues, including before administrative agencies, the courts, school districts, county BOE, and the State BOE. Janelle regularly counsels’ clients regarding charter development, negotiations with granting agencies, compliance with public transparency laws and related policy development, as well as Local Control Funding Formula/LCAP issues, student admissions, lottery requirements, and a wide range of school safety issues.
