The Laws on Student Admissions, and Lotteries with a Discussion on Community College Dual Enrollment

Student admission laws have complex statutory inconsistencies. Mistakes in the admission process, the application of preferences, and the administration of the lottery can lead to revocation, non-renewal, and loss of grant funds. This session will outline admission and outreach requirements, discuss legislative updates and common mistakes, and offer solutions to meet goals while maintaining a lawful process. High school dual enrollment programs with colleges are expanding, but there are restrictions and funding requirements. Attendees will understand the updated laws related to student admission requirements, outreach, and public random drawings along with the requirements of dual enrollment programs.

Janelle regularly counsels’ clients regarding charter development, negotiations with granting agencies, compliance with public transparency laws and related policy development, as well as Local Control Funding Formula/LCAP issues, student admissions, lottery requirements, and a wide range of school safety issues.

Her primary focus has been in special education and the representation of charter schools in due process matters with the Office of Administrative Hearings and in defense of Office of Civil Rights and California Department of Education complaints. Lisa’s legal representation also focuses on the developmental phase of charter schools, as well as assisting charter school boards to develop effective and efficient governance practices. One of Lisa’s unique practice areas is nonclassroom based (independent study) charter school legal compliance. Lastly, Lisa assists in general student services issues.
