Planning for Growth: New Petitions, Material Revisions, and Effective Strategies

Charter schools must carefully navigate challenges and opportunities for growth: New petitions vs. "material" revisions, “community interests” and "fiscal impact," declining enrollment, available space, and so on. Participants will learn effective real-world strategies to prepare for, process, and obtain approval and increase their understanding of the nuances between factual, legal, and political considerations. This interactive session will explore various challenges and provide expert observations and strategies for success. We will also discuss issues raised by participants.

Annabelle serves as the Chief of Staff for Green Dot Public Schools California. She was previously the Director of Policy and Public Affairs for Green Dot where she led Green Dot’s national, state and local policy advocacy efforts. Prior to joining Green Dot, Annabelle worked for the NYC Department of Education where she implemented high-impact policy projects, including the expansion of charter schools and universal Pre-K. Annabelle received her MPA from New York University and Masters of Education Leadership from the Broad Residency. She earned her BA from the University of Michigan, Ann Arbor.

Widely recognized throughout the state as a leading authority in charters, education, and government law, John has counseled charters, public agencies, and nonprofits on operations, facilities, finance, governance, policy, innovation and other legal issues for nearly three decades. John is experienced in political advocacy and has litigated many of the most significant charter lawsuits. He regularly handles charter material revisions, petitions/renewals, lease/purchases, strategic planning, and authorizer relations, and has deep expertise in NCB schools. John is a frequent presenter to CCSA and numerous other professional and academic organizations, covering charter school law and policy, education, and government law.

Mackenzie has vast experience working in the charter sector. Mackenzie spent six years at Success Academy in New York City, the largest and highest-performing charter network in NY. Mackenzie held various roles, including working in operations in West Harlem, founding SAs 48th campus as a Director of Operations, and finally as a Regional Director, overseeing 13 campuses. Mackenzie has returned home to the Bay Area where she works for KIPP NorCal on growth, authorizer relations, advocacy, and charter renewals. Mackenzie has a BA in Political Science/Psychology from UCLA and an MA in Education Policy from Teachers College, Columbia.

After teaching for three years, Tiffany D. Wilson graduated from Rutgers Law School, and spent the next 6 years practicing corporate law. Tiffany returned education as an Assistant Principal of Operations for a public charter school in Southeast Washington, DC, where she helped to lead the school from a Tier 2 to Tier 1 status. Currently, Tiffany is serving as Chief Operating Officer at Alliance College Ready Public Schools, where she leads the operations, compliance, governance, and advocacy work. Tiffany’s passion is building strong operational systems and foundations that help foster the world class educational environment that kids deserve.
