Carmen serves as Senior Director, Greater Los Angeles Local Advocacy at CCSA. She leads policy and advocacy efforts to support member schools across Los Angeles County in the areas of charter school authorization, renewals, funding equity, facilities and community advocacy. Previous roles at CCSA include Youth Organizer, Parent Lead Organizer, and Manager of CCSA’s Youth Program where she lead parent and student leadership development and advocacy efforts. She is a charter alumna and first-generation student, she experienced firsthand the value of a charter system that gave her and many students a chance at higher education.

As part of the Regional Advocacy team, Keith leads policy and advocacy efforts to support member schools' interests across Los Angeles County in the areas of charter school authorization, growth, renewals, funding equity and facilities advocacy. Keith works closely with charter operators and local elected officials to maximize the positive impact of charter schools in the region.
