Renewal Trends: Conditions, Benchmarks, and MOUs
Recent renewals around the state have imposed onerous and often unexpected conditions that affect the enrollment and operation of charter programs. Authorizers are more frequently including challenging requirements in MOUs and performance "benchmarks". This session will examine these trends, discuss the legalities, and walk through strategies to deal with unwanted efforts to "condition" charter approval. We will review lessons learned and the current status of related litigation.
