Countywide Charters: Benefits and Strategies

Countywide charters are becoming more common as education programs expand into new areas and local district politics evolve. But what does having a "countywide justification" under 47605.6 mean, or how can you serve students in ways that a district-charter cannot? How are successful operators working with county offices to create new countywide options? Our experienced panel of school leaders and experts will discuss the opportunities and potential pitfalls of this approach. Caprice has been the CEO/Superintendent of five charter public school systems ranging from 1,750 to 49,000 students and four to 85 sites and a board member of six more charters. She received the Coro Crystal Eagle for Excellence in Public Service, the CSU Los Angeles K-12 Educator of the Year award, and National Charter School Hall of Fame membership. She is the former president of the Los Angeles Board of Education (1999-2003) and the founding CEO of the CCSA. Education: Ed.D. UCLA; M.P.A. USC; and B.A. Yale University.

Janelle’s primary focus is on charter development, renewal, and revocation defense. Janelle regularly counsels clients regarding charter development, negotiations with granting agencies, compliance with public transparency laws and related policy development, as well as Local Control Funding Formula/LCAP issues, student admissions, lottery requirements, and a wide range of school safety issues.
