Special Education Year in Review
School leaders continue to see large numbers of special education cases arising out of the pandemic years. This session will review due process, state, and federal court special education decisions from the past year and examine the lessons learned to inform Charter School best practices. Attendees will take away lessons from special education cases to implement improvements to minimize liability exposure.

YM&C Partner Lisa Corr has represented charter schools for 25+ years. Her primary focus has been in special education and the representation of charter schools in due process matters with the Office of Administrative Hearings and in defense of Office of Civil Rights and California Department of Education complaints. Lisa’s legal representation also focuses on the developmental phase of charter schools, as well as assisting charter school boards to develop effective and efficient governance practices. One of Lisa’s unique practice areas is nonclassroom based (independent study) charter school legal compliance. Lastly, Lisa assists in general student services issues.

Stacy Tolkin’s primary practice areas include special education, student discipline, and Section 504. Before pursuing a career in law, Stacy spent over 25 years in public education, beginning as a school psychologist. She has worked with students from preschool through postsecondary education. After obtaining her administrative services credential, she held educational leadership roles, including district program specialist, SELPA coordinator, and director of special education. Stacy began her collaboration with charter schools approximately nine years ago. Stacy is a skilled IEP facilitator trained in various facilitation and mediation techniques.
