Beyond the Brown Act (Board Hard Stuff)

This workshop is an advanced course for charter board members and others who want to engage deeply around really difficult board strategy issues: succession, growth/replication, school closure, difficult personalities, and crisis management. Come if you are dealing with these issues, have a "friend" who is, or want to be ready in case you need to deal with them in the future (which you likely will). Thank you for serving on a charter school board! It can be one of the toughest jobs out there for the lowest salary.

Caprice has been the CEO/Superintendent of five charter public school systems ranging from 1,750 to 49,000 students and four to 85 sites and a board member of six more charters. She received the Coro Crystal Eagle for Excellence in Public Service, the CSU Los Angeles K-12 Educator of the Year award, and National Charter School Hall of Fame membership. She is the former president of the Los Angeles Board of Education (1999-2003) and the founding CEO of the CCSA. Education: Ed.D. UCLA; M.P.A. USC; and B.A. Yale University.

Janelle Ruley has been an ardent charter rights advocate and has assisted in the establishment and renewal of hundreds of charter schools. Janelle’s primary focus is on charter development, renewal, and revocation defense. She has represented charter schools in numerous venues, including before administrative agencies, the courts, school districts, county BOE, and the State BOE. Janelle regularly counsels’ clients regarding charter development, negotiations with granting agencies, compliance with public transparency laws and related policy development, as well as Local Control Funding Formula/LCAP issues, student admissions, lottery requirements, and a wide range of school safety issues.

Shara Hegde is CEO of Alpha Public Schools, a K-12 charter network in East San José, CA. Alpha prepares first-generation students for college and careers. Hegde leads the organization's strategic direction and advocates for educational equity. She previously served as Alpha's Chief Schools Officer and founded Cornerstone Academy, a high-performing K-8 school now part of the Alpha network. Cornerstone was recognized as a California Distinguished School and a School to Watch. Hegde holds degrees from Brown, Stanford, and the Reach Institute. She was named California Charter School Leader of the Year in 2023.Ms. Hegde serves as Chief Executive Officer for Alpha Public Schools, a TK-12 network of charter schools in San Jose, CA, focused on preparing students for college and career. In this role, she provides leadership, vision, and strategic direction for the organization. Before assuming the role of CEO, she served as Alpha’s Chief Schools Officer, directing the academic program vision and providing coaching and management to several key senior leaders.

Yvette King-Berg has served as the Executive Director of Youth Policy Institute’s Charter Schools for eighteen years. Ms. King-Berg has over thirty-eight years of experience working with administrators, teachers, students, parents, and organizations in a variety of positions, including board membership, Director, Assistant Director, Curriculum Advisor, Bilingual and Title 1 Coordinator, classroom teacher (K-12) in Pasadena and LAUSD. Ms. King-Berg serves as the Board Chair for CharterSafe, Vice-Chair of Fenton Public Charter Schools, and is a CCSA Board Member.
