Countywide Charters: Benefits and Strategies

Countywide charters are becoming more common as education programs shift into new areas, and local district politics change. But what does it mean to have a "countywide justification" under 47605.6, or to serve students in a manner that a district-charter cannot do as well? How are successful operators working with county offices to create new countywide options? Our seasoned panel of school leaders and experts will cover the opportunities and potential pitfalls of this approach. Participants will come away with strategies to effectively prepare for county board approval.

Janelle Ruley has been an ardent charter rights advocate and has assisted in the establishment and renewal of hundreds of charter schools. Janelle’s primary focus is on charter development, renewal, and revocation defense. She has represented charter schools in numerous venues, including before administrative agencies, the courts, school districts, county BOE, and the State BOE. Janelle regularly counsels’ clients regarding charter development, negotiations with granting agencies, compliance with public transparency laws and related policy development, as well as Local Control Funding Formula/LCAP issues, student admissions, lottery requirements, and a wide range of school safety issues.

John is experienced in political advocacy and has litigated many of the most significant charter lawsuits. He regularly handles charter material revisions, petitions/renewals, lease/purchases, strategic planning, and authorizer relations, and has deep expertise in NCB schools. John is a frequent presenter to CCSA and numerous other professional and academic organizations, covering charter school law and policy, education, and government law.

Dr. Ric Esquivel

Superintendent
Grow Public Schools
Dr. Esquivel has led Grow Public Schools since July 2022, bringing extensive P-12 leadership experience from both district and charter school settings. He has served as Superintendent of Elk Hills School District and Wonderful College Prep Academy, as well as Assistant Superintendent of San Bernardino City Unified. Dr. Esquivel also founded Larchmont Charter Middle and High School. He holds a Bachelor's in Biology from UC Santa Barbara, a Master's in Education from Loyola Marymount University, and a Doctorate in Education from USC. He also lectures at California State University, Bakersfield, in addition to his superintendent role.
